Personally I don't trust uninstall programs, especially these. There are documents in the Registered Software Knowledge Base on uninstalling the various versions of WDSC. Why they are in the registered KB, I don't know. These mention removing things from one of HKEY_LOCAL_MACHINE but you also need to look at the same items in HKEY_CURRENT_USER.

"WDSc V5 Cleanup of Failed Installation" is at <http://www-912.ibm.com/s_dir/slkbase.nsf/3cdf5d853ca698198625680b00020369/d62580cba7ebb84386256d660058e0ab>

"WDT/400 V5R1M0 Cleanup after an Installation Failure" is at <http://www-912.ibm.com/s_dir/slkbase.nsf/3cdf5d853ca698198625680b00020369/0ceae33e1744f40086256c0100464fd8>

"WDSC (WebSphere Development Studio Client) V4.0 (WDT/400 V5R" is at <http://www-912.ibm.com/s_dir/slkbase.nsf/3cdf5d853ca698198625680b00020369/f78d0759ef1e63b086256c0100480033>

When uninstalling/reinstalling (which is what 5.1.2 does, in effect), I
do just that: after uninstalling, I then delete all folders (other than
the workspaces, for obvious reasons!). Next, I clear the registry of
any entries that say WebSphere (I use RegEdit and hit F3 to search the
registry; generally, I leave the HKEY_CURRENT_CLASSES stuff alone).

Once the machine is cleaned, only then do I do an install.

Last time, just deleting the old folder worked - once I deleted it and
restarted WDSC, the update worked fine. It took three days to figure
this out, though - IBM's suggested action was uninstall and reinstall.
