Can you get to it by opening the RSE view within those perspectives?  In 
the TurnOver perspective, I usually stack the Remote Systems view with the 
TurnOver Explorer view.  In the iSeries Editing Perspective, I have it 
defined as a Fast view.

I am not sure how to get it on the Toolbar.
