Plugins Disabled

I just installed 5.1.2, I wanted to start with a clean workspace so I created a 
new one.  I re-installed the plugins a was using from Softlanding and 
Sourceforge but they did not appear.  I checked on them using the update 
perspective and all say they are disabled.

How do I enable them?  I looked for a button but did not see one.
