I think I found the problem.  In my folder structure I found a folder
named "emoteSystemsTempFiles".  I changed it to "RemoteSystemsTempFiles"
and the ProgramCall Wizard now comes up.  I saw this the last time I
upgraded to a new version too but wasn't sure what caused it.  The
migration team might want to check their code to make sure that
character isn't getting chopped off in transition.
