Latest step IBM wants me to try is:
DLTLICPGM LICPGM(5722WDS) OPTION(*ALL) RLS(*ALL) LNG(*ALL)
Reinstall
Reapply ptf's.

Looks like we're down to Microsoft's three R's of computing:
Reboot
Restore from backup
Reinstall

Going to try that on my lunch hour.  Staff has been notified...
