I am having the same problem. I am on W2K with WDSc at Version: 5.1.0.2
Build id: 20040127_1200.

Here is the contents of my ApplicationResources.properties file:

# Optional header and footer for <errors/> tag.
#errors.header=<ul>
#errors.footer=</ul>

That's all that's there. I have rebuilt the project several times.

It's definitely in the ApplicationResources.properties file.  I copied the
one that's working and, hey, it works.  When I run the wizard, the file is
generated, but only contains values for the logon.jsp and
changePassword.jsp.  There's nothing generated there for the
showCustomerDetail...  any screen.  I've tried to look at anything in
preferences with "build" somewhere near it.  I couldn't find anything that
looked like it would affect the wizard.
