Yes, ssl is assigned to this site.  For whatever reason my jsp started
running this morning. We installed two other jsp projects and stopped
and restarted both the WAS server and Apache server and all three now
work. After reading some replies to my original question I am wondering
if for some reason the Apache regen did not happen yesterday but the
restart of both servers fixed that.

There are several things that look like they could be wrong.

1)  Your URL starts with https://  Is this site using SSL?

2)  Your URL should look something like this:

http://as400adm.pct.edu:1900/context-root/FileName.jsp

3)  Whenever you install a new application into WAS you have to regen
the 
Apache plugin configuration file so that it knows about the new context

root. and to route that request to WAS as opposed to handle it itself.
