Open an existing .xsd

Hi all,

How do I open an existing xsd within WDSC?  Should I create an xml web
project to do so?  What is a module framework? Is this a design tool?  I
see rational rows and I know this to be a design tool.  How do I invoke
this?  Can I create class framework designs before starting to code?
