Yes, I think so.  You should be able to get WDSCi version 5.1 which is the
latest and I believe works with both OS v5r1 or v5r2.

It sounds like you have the wrong version of Websphere.  The newest version
of Websphere is called "Websphere Development Studio Client for iSeries" -
WDSCi.
