Vern is correct. Some DDS keywords are not supported, but I hear IBM continues to reduce the list of unsupported keywords. You can find a list of supported keywords by going to WDSCi help and doing a search for "WebFacing Tool -- current DDS keyword support". PUTOVR is not yet supported.
