What language are you editing?  That is what you see if you are editing 
something like CL or C which does not have outline view support.

Open an RPGLE and see if you can refresh.

When WDSC was first installed I had the outline view but
now no matter what I am working on it says "An outline is
not available". There is no icon to refresh either.
