Here's how I get a full screen for the "F15-type" function: I made a custom perspective by 1) closing all views except the editor displaying the source code and the Outline view, and 2) going to the Window menu and choosing Save Perspective As. I named the perspective COBOL SEU and use this perspective to key in COBOL code. I like the simplicity of just the editor and outline when I'm keying code. I open as many files as I want in the RSE perspective, then switch to my custom COBOL SEU perspective and set up the split screen there. The split screen uses the full page (vertically-I still have the Outline view to the right of the split screens).
