The UTC.war is just the Universal Test Client. It doesn't have anything to do with WebFacing. If this isn't preventing your server from starting, then it really shouldn't even be a problem. However, if you edit your Server Configuration in WDSC and uncheck the box that says something like "Start Universal test Client", the message should go away.
