Is it possible the lines have changed position since you refreshed the Outline? I do not know how it works, just speculating. I am also not sure why code assist is nor working. I can type EVAL and then the first letter or two of a variable and press Ctrl-Space and I get stuff to choose from. I have been using the Outline view under the Basic options for the first time. I have noticed that whenever I double-click a field, subroutines, or other element in the outline view, it positions me to the file, field, or subroutine in the RPGLE source but the cursor is always one row too high. With highlighting on, actually highlights the row above the field, file, or subroutine found. It didn't bother me too much with subroutines since they usually have comments but for fields I have to remember to look below the cursor (highlighted line). Although this is just an annoyance, I consider this a bug. Do I have something set wrong?
