Generally speaking, there shouldn't be anything you need to do at the WAR file level. My guess would be that you need to install whatever you are going to use for Web services runtime support into Tomcat. I seem to recall this is the Apache Axis project but could be wrong. Anyway, unless the newer versions have changed it, Tomcat does not come with any Web Services support out of the box, you have to add in the required runtime libraries. Once they are installed, your application should then work. Anyway, I have successfully created a web project using smartguides/wizzards on the TemperatureService.wsdl available from xmethods.com...and it works in WTE! Now my problem: I right click on the project and "Export WAR" and then take the WAR file and put it on a different PC that has the latest Apache 2.0.47 and the latest Tomcat 4.1.27. When I restart Tomcat it looks like it creates the webapp OK, but if I try to run the TestClient, I start getting JasperExceptions and SOAPExceptions. I seem to remember either a post to this group or something in and e-newsletter about doing something to a WAR file from WDSCI to make it work properly in Apache/Tomcat. I'm not sure if that was refering only to webfacing apps or not.
