Phil,

WDSC is composed of many pieces.  Most of them do work with pre-V5R1 hosts.
Some of the new functions only work with V5R1 and higher.

In the case of compiles, you could set the preference to be non-batch in
which case QRSEEXEC is not called.  Not ideal but it should work on V4
hosts.
