if the job is producing only a QPJOBLOG, and not a QPPGMDMP then I would say it is not program related, but maybe authority or a non-existing Job Queue, Output Queue, Printer or something. Maybe X-Apps is failing to submit the job because of one of these problems?
Check how the Task has been set up to see if any Task Job Queue or Task Print Queue is assigned, and/or User Overrides for the task.
Alternatively, you could post the Joblog to give some more info,
