Using ESP, Telepathy and every other tool I have to visualise the problem, I
would suggest you check out STSF20.
With a small wager, I would guess that it is not '1' before you did the
rebuild.

I've had the same problem on client sites which would not resolve using the
menu options.
This could well relate to archiving of information or something, but I was
able to sort out the
balance files using various utilities, including DFU.

I had the same problem recently and found that option 41/ARP fixed the
problem.
