Several people replied directly to me (it seems Big Brother is still looming 
large over this forum), so I will forward my findings anonymously.

- Mr White:  "I wouldn't expect them to charge you a full fee - I believe the 
license for it explicitly says you may NOT use it for production purposes"

- Mr Pink:  "I recall we paid for a specific number of users.  The allowable 
users were split between the development and productions machines."

- Mr Blonde:  "I think that the standard pricing policy dictates that there is 
a license fee required for users on a development machine.  If you are a 
customer in good standing, and have a current maintenance contract, then it is 
still worth pushing for a large discount on these, or for the vendor to give 
them to you for free - you never know what you can get till you ask.  Sometimes 
it just comes down to how much of a hard-arse the account manager or sales 
manager wants to be but I know from first hand experience that under the right 
circumstances this cost can be made to go away."

Basically, it's a fairly nebulous area that will vary from case to case.  If I 
get any further feedback, I will post it here in the future.  The thing to keep 
in mind is that since the license is user based, even a full license would be a 
lot less than on a production machine, due to the few users that would be on it 
at any given time.

Does anyone know if Geac has a set license policy regarding a development 
machine?  I'd expect them to try charging a full fee, but I wonder if 
anyone has experienced this being a more negotiable amount?
