Day Start

We recently had to IPL during the day following a power cut.  The shutdown was 
abnormal, so Day-end didn't run.   Powering-up the machine caused Day-start to 
run, and everything worked fine.  However, the next morning, Day Start itself, 
or the Tasks defined within it, ran twice.  

Has anyone else experienced this, and what is the "text-book" way to submit Day 
Start and Day End?
