Richard is right.

Viewfinder is a free-bee with Version 3.5.2, and quite simple to use to load
both GL Budgets and GL Journals.
The hard part is getting the format of the spreadsheets correct and matching
them to your procedures.

I set this up for one client.  The accounts would create the sheets, pass
them onto another accountant for authorisation and with a click, the
journal/budget is on the AS/400 to be accepted.
