If you want an Access-style tool that will directly crunch, toss, and tumble
your 400 tables, large and small, with the greatest of ease might I
recommend Visual FoxPro. We use it via ODBC connectors and can make whatever
front end out of it we want. If you're familiar with Access the Fox is
basically it on steroids so the learning curve won't be too bad! Good for
reports too.

We are just considering using Access - we are considering copying the data
from the AS400 to a data  warehouse nightly and using Access both for adhoc
