CCSID conversion

We have some users who are trying to extract Data out of System 21 files
into external platforms and applications.  One of the big issues that they
have is that in some files the Character Conversion Set ID  (CCSID) is set
to '37' and other times to Hex (65535)
I know in Aurora this issue has been addressed, but that is in the very
very distant future if at all.
One suggestion is to convert all files to character set 37.  Everyone using
the system is in the US.  Are there any issues that might come up because
we make this change?
