Base values on Invoices -- SYSTEM21

        We are at version 3.5.1 with Warehousing attached. Invoice files 
are updated by Warehousing ship conformation (WH499).

        We have a handful of records where the base value is zero. What 
would cause base values on invoice records (OEP65 & OEP70) to be zero.
