Alan, When you notice that your performance is poor, type WRKSYSACT on a command line and check to see if you have a high CPU utilization for a particular job. You can then contact that user to see what they were doing at that time. Many times its interactive compiling, large interactive file copies or interactive queries. This is the simplest starting point.
