I believe that you will need to first delete all of your custom logicals in
your test library and then either recreate all of your logicals from the
DDS, or copy the logicals from the live environment to the test environment.
If you choose the 1st method you will need to have the System 21 test files
library at the top of your library list. I normally copy the logicals and
then do a dspdbr to a file and make sure that none of the logicals are
pointing to the live file.

You need to have the library with the physical files you want the logicals
to
scope over in your library list when doing the restore...
That should achieve the desired result...

Use the JBA command DSPLIBDEP when finished to test your results...

Creating a new world. When you do the restore library for osl libraries it
changes the logicals to be direct to the proper new world library. Is there
some command or way when restoring custom mod libraries that have logical
built over production libraries to redirect them to the proper equivalent
new world library?
