SYS21 - Work Orders - Amended Standard

I know this is an elementary question, but I don't know the answer and hope
some of you do.

What causes a work order to become an "Amended Standard" work order.  I
thought that the only way this happened was if someone actually went into
the work order and changed the BOM for the work order route.  However, I am
seeing work orders showing as amended that we haven't change in any other
than by issuing and booking.

Any Ideas?

We do use data collection devices to issue some (but not all) materials to
the work order.  The booking is done through base JBA.
