Thank you.  It wound up being:
 OVRPRTF    FILE(QPPGMDMP) OUTQ(IPGDUMPS) HOLD(*NO) +
              SECURE(*YES) OVRSCOPE(*CALLLVL) +
              SHARE(*YES) OPNSCOPE(*JOB)
and I had to put it before JBA was even run.

The XA program seems to do a DLTOVR before it does the
override, or so it would seem.  So far this seems to work,
although we haven't had a job really bomb yet to test 100%.
