If the observable information is removed from an RPG program, which is the
case for most System/21 programs, then this information is not available on
DSPPGM.

On a command line enter the command DSPPGM PGM(library/program).  If you
page down you will see a section called program statistics and the top line
in that section is the number of parameters.  This will get you the number
of parameters this program is required to have.  To determine what the
parameters are you will need the source.

I read your question, then answered a completely different one :)

I do not think there is a way to determine the number of parameters required
without access to the source.

RPG does not even care about parameters until you try to use them...
