Michele:

The 001 00 setting would suppress increase quantity, decrease quantity,
reschedule-in, and reschedule-out messages and would only give cancel
messages (and of course suggest new planned orders instead of suggesting an
increase to an existing order). I wasn't aware that there is a '4' value
available for the 'C' parameter.
