There is not one answer to this situation.  The good news is that System 21 
is flexible enough to handle many planning strategies.  Off the top of my 
head:  The company needs to agree on a frozen planning horizon. Maybe using 
the production lead time.  Through this time period, from today until X, no 
"forecast" sales orders will be considered as demand.  Next would be a 
"slushy" planning horizon.  This is where usually the greater of forecasts or 
sales orders are used.  Since you are using "fake" orders, it begs the 
question as to why.  Many times its because forecasts in System 21 do not go 
past due.  If this is the case, some would say there are some fundamental 
planning problems to be addressed.  The last horizon would be the "free" 
horizon, where only forecasts would be used.  There also might be agreements 
as to how due date and cancellations could be made during the three horizons. 
 It might be worth forecasting at the next level down, to avoid the cost of 
holding the entire finished product in inventory, and allowing flexibility to 
assemble to order.  Multiple planning runs with filters also might give you 
what you need.  A run with just "forecast" orders for one date range, a run 
with both for another?  Lot's of options are available.  Let me know what you 
think.
