The command line access can be granted through the
System21 Administrative Functions.

At the command line, enter STRM400.  Take option 9
(Administrative Functions).  Take option 1 (Maintain User
Profiles) and enter the name of the user in question.

Hit F10, and you should see a line that says 
"Allow command entry".  Set this to "0" to revoke
command line access.
