Straight from the horse's mouth, Greg ... the JBA manual, that is (FCOV.PDF,
page 7):

FORECAST METHOD C
Formula:  NPF = (2NPLY + NPYBL) / FACTOR
Method C calculates the next period forecast as twice next period sales last
year, plus next period sales year before last, divided by a factor.
To determine factor, calculate NPLY / NPYBL.
If this is greater than or equal to 1.5 use 2 as the factor.
If this is less than or equal to 0.25 use 4 as the factor.
If the result falls between 0.25 and 1.5 use 3 as the factor.

There are examples in the manual.  Let me know if you need more info.
