IIRC, 
Level 10 will create an ID for you
Level 20 needs valid IDs, but everyone is *ALLOBJ
Level 30 is resource security

If he had to ask to get access to DMPOBJ/DMPSYSOBJ then me thinks it's level
10.

Yes that's true, but easier to develop it first using perhaps a temp id that
can do what he wants, or at least have all access to the temp id ?
