I actually did that already yesterday in my haste to try to find a solution.
I changed both MAKESOURCE and MAKEPROTO to be QRPGLESRC instead of QSOURCE and I did get the same error on MAKESOURCE.
It doesn't seem to like overriding QRPGLESRC to QSOURCE or visa versa.
After the OPEN the file doesn't appear in my open files list and subsequently fails on the READ.
This was exactly the same thing that was happening originally with the MAKEPROTO - the file did not appear in the open files list.

Hmmm.  QSOURCE ships as part of RPGBEANLIB, so I wonder why that would
matter?  IIRC, I even created QSOURCE by copying QGPL/QRPGLESRC.  And
MAKESOURCE also uses QSOURCE, but it has never had the problem.  I'd be
curious: change MAKESOURCE to use QRPGLESRC and see if the error
re-occurs (now that they are both the same again). If so, then I think
we are looking at an OVRDBF & Activation Group problem of some kind.
