This would actually indicate that the INSERT statement is failing...
which would be explained by the failed override because...

NEW_SOURCE is just a place holder, a name I use in the program.  The
override should actually point it to the File/Lib/Member you specify on
the command. "NEW_SOURCE" does not exist on my system either.  The
program issues an "ADDPFM" command to add the target member in the
target file in the target library.  It then overrides that new member to
"NEW_SOURCE" and writes to "NEW_SOURCE".
