A hardcoded character parameter is always interpreted as VARCHAR.
A hardcoded numeric parameter without decimal positions is always interpreted as integer.

Since SQL functions can be overloaded, i.e. the same function with the same name can coexist within the same library but with different parameter definitions.
If you do not pass the parameters in the expected format, the function may not be found.
For testing you should explicitly cast the parameters into the expected format.
