Hello,
I had a very frustrating bout with message CPF5032 "Record already locked to this job recently.

I was able to resolve it with a compile parameter. I believe an SQL statement within the program was causing the lock. This was an SQLRPGLE program.

Parameter is COMMIT. The default (for us) was *CHG. We needed to change it to *NONE.
