In your earlier message, you said that the target of the %SUBST was also
CCSID(1208).

If you are converting Spanish, French data to CCSID(424), you would risk
losing data since CCSID(424) does not have all the accented characters
like ? and ?.

It would be good to add CCSIDCVT(*EXCP) so you get an exception if any
CCSID conversion fails due characters in the source CCSID that are not
in the target CCSID.
