Unfortunately - the answer is (as so often in IT): It depends!

If you have set a CURRENT SCHEMA before running the statement, it will be created there.

If your script runs with RUNSQLSTM and you have set the DFTRDBCOL parameter - it's created there.

If you work with NAMING = *SYS and the function already exists anywhere in the library list - it's re-created there.

Otherwise it will most likely created in QGPL.

You can find out, where your function exists, by querying the SYSFUNCS or SYSROUTINES catalog tables/views.
