I may be wrong but I'm pretty sure the XML you had is not valid. It needs single/double quotes around the xmlns= data. Like so:

<?xml version='1.0' encoding='UTF-8'?>

<S:Envelope xmlns:S="http://schemas.xmlsoap.org/soap/envelope/";>

<S:Body>

<ns2:sendFaxResponse xmlns:ns2="http://ws.xm.faxserver.com/";>

...

Without quotes the IBM XML parser is going to reject it like this:
Message . . . . : The XML parser detected error code 21.
Cause . . . . . : While parsing an XML document for an RPG procedure, the
parser detected an error at offset 20 with reason code 21. The actual
