I think you need to understand…

curl runs in the PASE environment. 

rpg runs in the “native” runtime of the OS. 

To call curl from RPG means you have to initiate and run in the PASE env from the native. 

The best choice to consume an API natively via RPG is with sql and qsys2.http_post
