That looks pretty close.

The opcode is 'SND-MSG' (you have SND-PGM).

The other key thing to consider is which message queue you are sending to.  By default, it is sent to the message queue for the given call-stack level (i.e. the queue related to the current procedure you are running.)  You may need to use the %TARGET BIF to override this if that's not where the message subfile is reading from.
