That explains it. I'd guess it goes back to the beginning of
externally-described File specs.

It as to do with external and internal formats of externally described
files. Even if a column is described as zoned - the internal format in RPG
will be packed.

To circumvent this, you can simply put an externally described data
structure into the program, and the field will stay zoned also in the
internal definition.

As far as I can think back (like aeons) it always was like that.
