You've always been able to return a different DS depending on what is passed in.  If you turn off options(*exact) the data structure is simply passed as a string/buffer.

So if you were to code the parameter as CHAR(10000) (or any suitably big number) and options(*varsize) you can pass any data structure you like.  You'll need a way to work out what sort of DS you have (possibly by having a "format" field in the DS itself, or by passing a different parameter that indicates which DS it is. If you do this, you may also want to pass a parameter to indicate the size of the DS so you can be sure not to overrun memory.

(That is what all the IBM APIs do and why we have formats like FMT0100, FMT0200, etc)

Overloading won't make things easier for the subprocedure itself.  It makes things easier for it's caller.

end-pr;

dcl-pr getData int(10) Overload(getInvoice:getPO);

So you could do something like:

dcl-ds thisInvoiceDS like(invoiceDS) end-ds;
dcl-ds thisPODS like(poDS) end-ds;
dcl-s rc int(10);

rc = getData('10':thisInvoiceDS);
rc = getData('10':thisPurchaseOrderDS);

From what I'm reading this should work.
