The manuals are not in the Programming section but are there - you go to the top of KC and open About IBM i documentation, where there is a PDF Files and manuals, where there is a link to additional reference manuals. In there are the RPG/400 manuals - even System/36-Compatible RPG II User's Guide and Reference

And a few other "treasures"! :)

Cheers

After leaving the system i in 2012, then coming back in 2019 to a shop that

easy to find what had changed with a new release but I'm having difficulty
finding a resumé of what's new. Can anyone help?

I can save you some reading :-( Neither RPGIII (S/38 RPG) nor RPG/400
have had any changes in decades. The manuals aren't even in the
Knowledge Center any longer.

Unrelated to RPG are the changes that have happened in the area of
deprecated/removed SSL/TLS ciphers. These changes have bitten more than
one of us.
