I did not find an OVRDBF (I could have missed it) BUT this is in the
SYS36ENV. I found several OCL commands like this.
// FILE NAME-OPENROL,LABEL-OPENENRL,DISP-SHR
I think that would be the same as an OVRDBF.
Reading about dcl-f closer I see it talking about OVRDBF.
It sounds like my best option is to rename the table in TBLSLIB. That is
possible.

You don't need TBLSLIB in your library list for the compile since you are
using EXTDESC.
You must have an override happening at run time that causes this error.
