After a long search found the stupid problem

Someone copied a file into the program library that caused the problem

Commitment control requires all files are journaled in the same journal
(assuming this requirement has not changed over the years). Do you have
multiple journals with the same name spread out over multiple libraries?
Is your library list right? Have you checked the journaling status of the
file in question with DSPFD? Have you checked WRKJRNA and confirmed the
file is attached to that journal?

Is your job logging set to the highest level of detail? It seems that
there should be additional error messages.
