There aren't dumps; the monitor explicitly catches and ignores the exception.

And it's the %dec() call.

I created a simple test program:

C SETON LR
C CLEAR FOO 9 0
C CLEAR BAR 13 0
C EVAL BAR = %DEC('0000123456789':9:0)
C BAR DSPLY
C EVAL FOO = %DEC('0000123456789':9:0)
C FOO DSPLY
C EVAL BAR = %DEC('0000000000123':9:0)
C BAR DSPLY
C EVAL FOO = %DEC('0000000000123':9:0)
C FOO DSPLY
C EVAL BAR = %DEC('1000000000123':9:0)
C BAR DSPLY
C EVAL FOO = %DEC('1000000000123':9:0)
C FOO DSPLY

If it were the size of the variable, it would fail at the last EVAL. If it were the %DEC() call, it would fail at the penultimate EVAL.

It fails at the penultimate EVAL; therefore, Mr. Gundermann is right, it is the %DEC call.

At any rate, I'm pretty sure it's not my code (unless it was already there when that section was converted to "/free"); I think everybody here knows my attitude about "/free," and about making programming languages into what they are not (I refuse, for example, to call the QBASICs "BASIC"; they don't have mandatory line numbering, and can have alphanumeric labels). And besides, I tend to be more pro-active, usually seeking to prevent harmless exceptions (where possible) rather than catching and ignoring them.
