The source of your problem...
"not interfere with a native RPG record lock"

There's no such thing. The lock is done in and by the DB, not the RPG code.

ProgramA should not be doing anything between a read-for-update and the
update itself.

I'd change ProgramA
- existing read should be with no-lock
- add a new read with lock, just before the update.
